DPC height and weep hole height

I promise that I searched but couldn't find anything

Can any body tell me how high a DPC can go and how high weep holes can be placed, either effectively or by Building Standards?

I've had a slight run in with my excavator about the finished product of our demo and cut. Now we have to look at either bringing in fill to level block or getting a bunch of sand to pack out the foot print of the slab.

Builder said that either will be fine and they usually have quite a high line of DPC to allow owners to build up garden beds. He said most owners just build it up and don't know about DPC so they started to raise the DPC level a few years ago after some complaints.

He said they also have higher weep holes than most, but I'd like to know if there is amx height for effectiveness of these?

I would have thought that Major issue should be the DPC should be below the floor level for concrete floors or below the bearer level for suspended floors and the weep hole should be below that.
