I need to build two tiered block retaining walls. Both will be 1 m and stepping down to 600mm. The question i have is that do I need concrete footings or compacted crushed rock footing will do the job. The soil type is hard clay.

Compacted crushed rock should be fine.

Most block makers provide downloadable design and installation guides. For example Boral products are at this link

Thanks.

If I go with a concrete footing will it be stronger than crushed rock one.

Not really unless you put reinforcement steel such as trench mesh in. With ground movement concrete will just crack and move.
