remove garden hedges and council approval

Hi all,

we have some sort of hedges growing in our front yard which blocks all the sunlight. so could anyone please help to identify what species these are(looks to be some sort of conifer or juniper) and whether it's ok to remove these without council approval?

They are leylandii leighton green, pain in the a**. Not sure why you would need council approval if they are on your land, but I will leave that for someone else to answer.

thx jetson, sometimes life isn't that simple, unfortunately leylandii is also part of the TPO and requires council approval for my area. the frustration fact is, this species is considered weed in other suburb(only a few suburbs down) and is encouraged by council to remove.
