I suppose it's not exactly like what you want to do, but what I did was seal the concrete in our garage. I bought all the materials from the concrete warehouse here in melb, don't know if they're national, but he said to avoid peeling etc, to apply the first coat with a 50/50 ratio of paint to solvent. The solvent will help the paint to be absorbed into the concrete. The second coat you can still use any left over mixture (solvent/paint) and just add more paint to it. It all depends on how many sq/m you are doing etc. Really happy with how it turned out though. Hope it all goes well for you. No - i don't really think it's a requirement unless you're dealing with concrete that's been around for a while? considering mine was pretty new, I just water blasted it.
