If there is high demand there really is no incentive for the developer to reduce the price. They will just sell it to the next person that comes along if you don't buy it. If however, sales are slow then they may well be willing to negotiate. There's no harm in trying. The worse answer they can give is no. I know in Victoria, they tend not to give discount because when they apply for development loan, they need to justify how much each land will sell for. If they give you discount, it will be in some form of reimbursement post sale with the sale price the same. This way, the bank wouldn't force them to re valuate the land.
