The window faces an enclosed garden (with a high fence) which is street facing. Other owners have approved the change. My apartment is the only one with windows facing this garden. There have been many other apartments in the area that have done similar, but they did it as major renovation works. Legislation isn't clear on this. Is it possible this could classify as a complying development, and what factors would drive this, rather than requiring a DA. There'd be no change to structure, and the door was just match the general design of the other windows.
